Our story
Colorado’s emergency service districts do some of the most demanding and valuable work in the state.
But for years, many of them relied on fragmented services that didn’t fully meet the needs of emergency responders. They navigated rising insurance costs, limited resources, and complex safety challenges without a partner who truly understood their world.
CESA was created to change that.
We started off as a solution to disconnected coverage, bringing workers’ comp, risk management, and claims support under one roof. Over our 30 years of existence, we evolved into a comprehensive, membership-based support system that helps districts manage risk, care for their teams, and plan for the future.
Today, we remain the only organization of our kind in Colorado—a single place to turn for coordinated specialized support built around emergency services.
